A federal government study has found tickets for high-speed trains, connecting cities
across the eastern seaboard, could rival the cost of flying.

Federal Transport Minister ANTHONY ALBANESE is due to release the first stage of a
20 million dollar study into building such a network later today.

It's believed the train network could cost as much as 100 billion dollars, with most
of that expense involved in land acquisition.

It's estimated tickets for a three hour journey between Sydney and Melbourne would
cost between 99 and 200 dollars.

PAKISTAN are confident they can muzzle master spinner Ajantha Mendis when their three-match ODI series gets underway in Karachi today. Mendis, who made his debut in the West Indies in May last year, became the fastest bowler to get 50 wickets, achieving the total in 19 matches, breaking Indian Ajit Agarkar's record of 23 matches. But Shoaib Malik's side claim they know all the tricks up the magician's sleeve and will be out to attack him. "Mendis is a relatively new bowler and we have prepared a strategy to tackle him. The growing trend to shop online to avoid paying GST has prompted a government inquiry
into Australia's retail sector.

The federal government has today announced a Productivity Commission inquiry into the
future of the sector and a crackdown on businesses rorting the system to avoid paying
tax.

Traditional retailers want the government to scrap the one thousand dollar GST-free
threshold for imported goods .. arguing it puts them at an unfair disadvantage in competing
with online stores.

Assistant Treasurer BILL SHORTEN says the case for lowering the threshold has significant
opposition .. including the cost of collection and consumer objections.

He says they are however taking the concerns of retailers seriously and have asked
the Productivity Commission to look into the issues.

CANBERRA, Aug 10 AAP - Former prime minister Kevin Rudd has been appointed to a high-level
United Nations panel on climate change - but it's not clear if it will help or hinder
his bid to be foreign minister.

The 21-member panel is made up of current and former world leaders, and foreign and
environment ministers.

UN Secretary-General Ban Ki-moon said the panelists would look at how the world could
lift people out of poverty while tackling climate change. It's expected to meet three
times before wrapping up at the end of 2011.

Prime Minister Julia Gillard has promised Mr Rudd a senior role in cabinet if Labor
wins the election; there is speculation he will be foreign minister.

The UN job may boost Mr Rudd's chances because the panel boasts serving leaders and
ministers, and it's a recognition of his high-profile international standing on climate
change.

Mr Rudd said he could do the unpaid UN job while serving as an MP.

"Climate change is important and this is a way in which I can make a modest contribution
to the future of acting globally and nationally on climate change," he told reporters
in Brisbane.

But the opposition says Mr Rudd would only be a "part-time foreign minister", which
was not good enough.

"It's now official, former prime minister Rudd does have a part-time job with the United
Nations," Opposition Leader Tony Abbott told reporters in Sydney on Tuesday.

The man Mr Rudd would displace as foreign minister, Labor's Stephen Smith, was asked
if Mr Rudd could do both jobs. Mr Smith only commented on his ability to be an MP.

"My own judgment is that this is something which, just as President Zuma from South
Africa can handle over the next 18 months, so can Kevin Rudd as a member of parliament,"

Mr Smith told Sky News. South African President Jacob Zuma will co-chair the UN panel.

Mr Ban told reporters in New York that he had asked the panel to "think big".

"We need a new blueprint for a more livable, prosperous and sustainable future for all," he said.

Meanwhile, Mr Abbott has criticised Labor's handling of foreign affairs, accusing the
government of bungling relations with key Asian nations.

"Certainly some important relationships have been mishandled," he told reporters.

Relations with Indonesia hit a low point last year with the standoff over asylum seekers
on the Oceanic Viking vessel, he said.

The government had neglected Japan, and the coalition would boost relations with India
by allowing exports of uranium, which Labor forbids.

Mr Abbott promised to improve Australia's international standing if he won the election.

The election campaign will turn to foreign affairs on Thursday when Mr Smith and opposition
foreign spokeswoman Julie Bishop go head-to-head in a debate in Canberra.

government's parental leave scheme .. nine months to go.

Ms MACKLIN says parents who conceived from today would be eligible for 18-weeks of
taxpayer-funded paid parental leave .. with the scheme due to start on January 1 .. 2011.

She used a press conference at the baby section of Canberra's Target store to downplay
Opposition Leader TONY ABBOTT's plan .. which gives parents six months' leave on full
pay up to 150 thousand per annum .. funded by a levy on big business.

She's said he wants to impose a great big new tax on businesses .. like Target .. that'd
then of course increase the price of goods that they sell.

HOBART, Aug 19 AAP - Two members of the Exclusive Brethren religious sect has publicly
apologised for offending sexual minorities in Tasmania.

The apology, published on Wednesday in Tasmania's three daily newspapers, followed
a conciliation suggested by the state's anti-discrimination tribunal following a complaint
by Martine Delaney.

The Exclusive Brethren members were involved in the publication of a 2006 state election
advertisement attacking transgender and intersex people.

Ms Delaney said the ads stated that the Greens' support for transgender and intersex
people would "ruin families and society" and she complained.

"It's hard enough being a transgender or intersex person in this society without your
basic human rights being hatefully attacked", Ms Delaney said on Wednesday.

"My wish has always been to ensure election debates are conducted without vulnerable
minorities being unfairly targeted."

Ms Delaney said she was pleased with the apology and accepted it.

The apology was issued by Exclusive Brethren members, Roger Unwin and Graham Lewis,
and a shell company set up to pay for the ads, TradTas.

"The advertisements highlighted some policies of the Greens, including those with respect
to transgender and intersex issues, and urged voters to consider these policies before
casting their votes," the apology says.

"Although it was never our intention, we acknowledge some people may have been offended
or hurt by the language used in the advertisements.

"We apologise sincerely to those people."

New figures released today show Queensland's unemployment rate rose to 4.8 per cent
in March from 4.5 per cent on February.

The figure was well up on the 3.6 per cent recorded a year ago.

Mr FRASER says he will frame the budget to take Queensland beyond the current economic downturn.

The federal coalition insists an early-morning backflip in the Senate was the responsible
thing to do .. freeing up billions of dollars to spend on infrastructure projects.

The coalition won an amendment in the Senate to prevent the government transferring
2.4 billion dollars from the Communications Fund to its proposed Building Australia Fund
.. which will be used to fund its national broadband network.

After the government refused to accept the amendment in the lower house .. the opposition
backed down .. allowing the original bill to pass into law.

Shadow infrastructure Minister ANDREW ROBB has told the ABC .. blocking the legislation
would have resulted in the mother-of-all government scare campaigns.

He says the government wanted to shift the blame for their dithering and mismanagement
onto the coalition .. and they didn't want to give them that opportunity.

With the bill allowed to pass .. our federal politicians have now wrapped up business
in Canberra .. and are now heading home for their eight week Christmas break.



Protest (CANBERRA)

The federal Labor MP who took photos of a man threatening to set himself alight and
passed them on to the media won't be investigated by parliament.

First-termer from Queensland .. JAMES BIDGOOD .. was rounded on by the prime minister
and other MPs for agreeing to supply the photos in exchange for a thousand dollar donation
to a charity on Wednesday.

He was forced later to make a parliamentary apology to the man and his family.

The Speaker HARRY JENKINS was asked to investigate the incident but he said late last
night his powers were limited.

He hasn't recommended any further action but says MPs should consider developing a
code of conduct.



Boat Evans (CANBERRA)

Immigration Minister CHRIS EVANS says rising strife in Afghanistan and Sri Lanka is
boosting the number of people using smugglers to reach Australia.

He says officials are also seeing an increasing number of unaccompanied children on
intercepted boats.

In the latest arrival .. a vessel carrying 35 suspected asylum seekers was spotted
off Ashmore Island .. north-west of WA .. on Tuesday.

Senator EVANS says Australian officials are working hard to disrupt the people smugglers
and respond to their new tactics.



India Shooting (NEW DELHI)

Indian security forces say there has been no shooting at New Delhi international airport.

They've denied BBC reports that six gunmen have been shot dead at Indira Gandhi International
Airport.

The NDTV news channel also reported three shots were fired from a car at the airport
and security forces were trying to trace the vehicle.

An officer with the paramilitary unit responsible for airport security says the international
and domestic terminals have been scoured inch by inch and nothing's happened.

150 Victorian textile workers will be out of work when their plant closes in March next year.

The redundancies at the Huyck Wangner plant in Geelong will start before Christmas
and run through to March .. when the plant will close.

Union secretary MICHELE O'NEIL says workers were given no warning before being told
on Tuesday morning and it's a disgraceful example of a long-standing Australian manufacturer
being closed by its overseas parent company.



Crisis World (WASHINGTON)

Central banks around the globe have upped the ante .. with a series of dramatic interest
rate slashes to fight a deepening recession.

The European Central Bank cut its key interest rate by a record 0.75 percentage points
to 2.50 per cent.

The Bank of England meanwhile slashed its key interest rate by a full percentage point
to 2 per cent .. matching its World War II-era lows.

The ex-wife of Father's Day killer ROBERT FARQUHARSON is suing him for unspecified
damages over the murder of their three children in Victoria.

FARQUHARSON is serving three life terms after a jury found him guilty of murdering

SYDNEY, Aug 1 AAP - Checks on oxygen bottles on Qantas' fleet of Boeing 747s will be
completed today after an explosion blew a hole in a jet flying from Hong Kong to Melbourne
last week, the airline says.

A Qantas spokesman said maintenance workers began inspecting the pressurised bottles
carried by more than 30 aircraft early this week.

"It has been in process for a few days ... we do the checks as the aircraft arrive
back in Australia," he told AAP today.

"We will complete checks of the cabin emergency oxygen bottles across our Boeing 747
fleet tonight."

The inspections come after an explosion tore through part of the fuselage of a Boeing
747-400 plane as it was flying from London to Melbourne last Friday.

The stricken plane, with 365 people on board, made an emergency landing in Manila,
where it is now the subject of an investigation by the Australian Transport Safety Bureau
(ATSB) and other authorities.

A faulty oxygen bottle has emerged as the most likely source of the explosion, which
caused a loss of pressure in the cabin and led the plane to plunge several thousands feet.

An ATSB spokesman today said the investigation was continuing.

WA: Melanie unlikely to dump rain in the Pilbara

PERTH, Dec 30 AAP - Category two tropical cyclone Melanie continues to run parallel
to the West Australian Pilbara coast today but is unlikely to dump much rain.

The storm was 410 kilometres northwest of Karratha and 415km north of Exmouth at 0940
(WDT) today and travelling southwest at 18km/h.

Bureau of Meteorology senior forecaster Andrew Burton said no significant rain was
expected and cyclone warnings for the Pilbara coast were likely to be lifted later today.

"It is going to head away from the coast ... there is still a warning on, in case of
a glancing blow on the cape, but later this afternoon we expect to take the warnings off,"

Mr Burton said.

There is still potential for gales with gusts to 120km/h to develop in coastal communities
between Coral Bay and Mardie.

NSW: Dead woman remains unidentified

SYDNEY, Aug 21 AAP - Mystery still surrounds the death and identity of a woman whose
body was found in the water at Sydney's Bondi Beach last week.

Wearing only a bra and pink flannelette pyjama pants speckled with heart shapes, the
woman was found about 2.30am (AEST) last Thursday by patrolling police.

The woman's death was not suspicious, police say.

They received reports the woman, aged in her 30s and of Asian appearance, had been
seen at Rushcutters Bay and around Blair St, North Bondi, the night before her body was
found.

She is described as being about 160cm tall, of medium to solid build, and with straight
black hair.

When found, the woman was not carrying any identification and it is not known if she
is an Australian resident or a visitor.

Inquiries into her death were continuing, with police keen to speak with her relatives
or associates.

CANBERRA, April 5 AAP - Defence head Angus Houston says he's confident there's no widespread
systemic problem of defence personnel selling weapons onto the black market.

That follows the arrest today of three people, one an army officer alleged to be the
mastermind behind the theft of army M-72 rocket launchers and their sale to bikies and
alleged terrorists.

Air Chief Marshal Houston said weapons security procedures were being toughened further
in the wake of audits of defence weapons storage practices.

"I am confident that we do not have a systemic problem with a large number of people
involved in stealing weapons and selling them on the black market. I'm totally confident
we don't have a major problem," he told reporters.

BRISBANE, April 29 AAP - A scuba diver has been winched aboard a rescue helicopter
after surfacing unconscious in waters off Brisbane.

A Queensland Ambulance Service spokeswoman said the 40-year-old man resurfaced unconscious
after scuba diving at Flinders Reef at Moreton Island about 8am (AEST) today.

She said the man was winched aboard the helicopter from a dive boat and airlifted to
the Royal Brisbane Hospital.

He was suffering from the bends, also known as decompression sickness, the spokeswoman said.

Blue Wireless & Data Inc (OTCBB:BWDI), a broadband service provider, announced on Wednesday (11 January) that it is now offering business and residential Voice over Internet Protocol (VoIP) telephony services.

The new VoIP services are being marketed by the company to its existing customer base.

The company said that it could also provide the service within 82 national markets outside of its own wireless broadband network.

According to Blue Wireless, the service is offered to residential customers as a home phone alternative and to business customers as a PBX replacement.

BRISBANE, Dec 30 AAP - A 21-year-old woman has been killed in a single vehicle accident
near Marlborough in central Queensland, taking the state's Christmas-New Year road toll
to 10.

The female driver died after her car failed to negotiate a bend on the Bruce Highway
and rolled about 40km north of Marlborough at 11.05am (AEST) today.

A 21-year-old male passenger was treated at the scene by an off-duty ambulance officer
before being taken to the Rockhampton Base Hospital.

Police said his injuries are not life threatening.

Accident Investigation Squad officers are examining the crash site.

At 10, Queensland's road toll is the highest in Australia after the first week of the
15-day Christmas-New Year holiday period.

For the entire year, the state's road toll is 325.

The national toll for the holiday period is 32.

WA's holiday road toll total stands at five after two fatal car accidents last night.

Victoria's road toll rose to seven after a woman died in hospital yesterday as a result
of a Boxing Day car accident.

There have been five fatalities in New South Wales, three in South Australia and two in Tasmania.

The ACT and the Northern Territory have not recorded any fatalities.

Internet technology is on the verge of transforming how automotive parts are sold and the way repair shops do business.

AUTOVIA's Internet service also benefits automotive parts suppliers by reducing manual-order processing costs by as much as 75 percent, reducing the current manual cost of 10-12 percent down to 2.5 percent.

Instead of committing valuable time and money handling heavy loads of phone calls for routine stock checks and orders, the stock check responses occur electronically. Final orders then print out automatically on the suppliers' existing invoice printers, significantly reducing per order operating expenses as well as return rates for ordered parts, which fall substantially below the industry average for e-commerce companies.

IBM today announced a semiconductor packaging breakthrough that can significantly increase reliability for servers and networking gear that are the backbone of the Internet. This new chip package is designed to support the very high-frequency, high-bandwidth requirements being driven by the Internet and to provide unmatched dependability, preventing outages.

Semiconductor packaging encases the chip, connecting it to the other parts in an electronic product.

"Packaging is the pathway for information from the chip to the rest of the system, and advanced packaging can turn that pathway into a four-lane highway," explained Mike Cadigan, general manager of IBM Microelectronics' Interconnect Business Unit. Developed for manufacturers of servers and networking gear, IBM's high-performance chip carrier (HPCC) is designed to double the field life of similar existing chip packages, setting a new industry standard. In addition, its advanced performance allows the internal chips in equipment such as routers, hubs and switches to transfer more and more data to the rest of the system -- keeping pace with rising Web traffic and consumer demands.

The unmatched reliability of IBM's HPCC is the result of its groundbreaking design. The package is built around a unique flexible foundation that compensates for the expansion and contraction that takes places as the chip heats and cools during use. Implications of IFRS adoption on the organization and human resource management practices of global accounting firms.

INTRODUCTION

The twentieth century saw dramatic changes in the nature of national and global competition in many industries. In the past transportation costs, trade barriers, and communication limitations meant that most industries were organized on a national basis with minimal cross-border activity. Now, many industries have been transformed, and firms compete globally in industries where most national boundaries are transparent. These trends have been captured in research studies (Bartlett & Ghoshal, 1998), and popularized in the trade press (Friedman, 2005). While globalization happened faster in some industries than others, and competition evolved in unique ways as a result differing structural characteristics, few industries have been unaffected by globalization. One industry that has remained very much influenced by national boundaries is public accounting. The recent development of international accounting standards, the trend towards listing equities on multiple exchanges, and the increasing prevalence of electronic accounting data, are among the factors that are now facilitating a globalization of the accounting industry. Although the largest accounting firms have operated across many countries for decades, in practice local partnerships have been semi-autonomous entities that focused on the domestic market while facilitating the audit, tax, and consulting needs of multinational companies. In many ways this was similar to how IBM, other computer companies, and software consulting firms operated prior to the development of the internet. In these industries, local sales, service, support, and software development teams worked closely with local companies to develop specific solutions for each client's unique needs, even if they were part of a multinational corporation. Similar to other industries, the accounting industry may experience changes in competition, organizational form, and distribution of work in the coming decade. More specifically, national offices are likely to become less autonomous, and certain tasks will be performed by employees or contractors who might be located anywhere in the world.

HOW GLOBAL IS THE PUBLIC ACCOUNTING INDUSTRY?

Large companies operating in multiple countries have responded to the increasing flatness of the global economy in many ways (Friedman, 2005). In the world of financial reporting, however, a variety of regulatory forces seem to have constrained responses by large public accounting firms. While the largest public accounting firms, known as the "big four," are global organizations, they are organized as networks of national affiliates rather than as truly integrated global firms. One reason for this organizational form has been the national regulatory environments within which public accounting firms operate. Historically, national accounting standards, auditing standards, and security regulations made it difficult or impossible for public accountants from one country to have the appropriate expertise and/or mandated certifications to effectively function in other countries. Hence the structure of the worldwide accounting industry was one where there were a number of individual nationally-based industries, each with its own unique characteristics, competitors, and regulatory structure. As their clients (corporations) expanded internationally, however, accounting firms began to affiliate with independent accounting firms in other countries. Gradually these firms came to operate under similar "brand names," and evolved into network structures of interdependent, yet fairly autonomous entities.

Nevertheless, there are signs that public accounting firms are now shifting their organizations and human resource management approaches. For some time, U.S. corporations have outsourced a number of functions to lower cost environments such as India. Work that is commonly outsourced offshore includes service work such as customer service, bookkeeping, information systems management, and accounting. There is also evidence that public accounting firms are also outsourcing work offshore. Most of the work being outsourced by public accounting firms is lower-level work requiring limited judgment. Smaller firms are most often outsourcing bookkeeping work, while large firms such as Ernst & Young are outsourcing tax compliance work (Boomer, 2005; Guda, 2009; Houlder, 2007; Daugherty & Dickens, 2009). The increasing reliance on electronic data for all financial transactions, rather than paper trails and written ledger books, has facilitated the shift of some activities to offshore locations.

Offshore outsourcing of truly professional services, including legal and auditing services, however has been limited. Although some evidence exists about outsourcing low-level audit work, and two of the big four firms reportedly have started pilot programs to test offshore performance of audit procedures, currently relatively little audit work appears to be outsourced (Daugherty & Dickens, 2009). A number of factors make outsourcing audit work problematic. First, most audit work requires at least some judgment, and this type of work is known to be more difficult to effectively outsource. Second, auditing standards and other regulatory requirements make offshore outsourcing of audit work problematic. For example, U.S. audit standards require appropriate supervision of individuals performing audit work. Indicators of supervision quality may include education, experience, and certification. Since it is difficult to find U.S.-licensed CPAs in other countries, it can be challenging to meet this standard when outsourcing audit work to other countries. It is interesting to note, however, that country-specific rules don't seem to be an impediment to outsourcing. Although the U.S. tax code is quite specific to the United States, tax preparation is one of the most outsourced activities of U.S. public accounting firms. The professional nature of auditing work can affect offshore outsourcing. While some dimensions of audit work could likely be fragmented and outsourced, other dimensions are more advisory in nature and depend on relationships and client service. Also, the profession may resist the de-professionalization of public accountants that would accompany fragmentation of their work and offshore outsourcing (Sako, 2009).

STATUS OF IFRS ADOPTION

Historically, nations developed their own financial accounting standards. Culture, legal, governmental, and economic factors influenced the way accounting standards developed in different countries, and as a result direct comparison of financial statements was problematic. As business and finance became more global, the idea of one common international set of financial accounting standards became more appealing. The quest to develop a set of international financial accounting standards that would be globally accepted has been a relatively long one. While contemplated earlier (Mueller, 1963), the goal was formally institutionalized in 1973 with the creation of the International Accounting Standards Committee Foundation (IASC). Thirty-five years later, a comprehensive set of accounting standards, International Financial Reporting Standards (IFRS) was developed and are now required or permitted by more than 100 countries (IASB, 2010). While IFRS was earlier adopted by developing countries, the European Union mandated adoption of IFRS by EU-listed public companies in 2005. This step precipitously augmented the stature of IFRS, as it meant nearly a third of the world economy would be preparing financial statements in accordance with IFRS (Kotlyar, 2008). The drive for IFRS came from many sources, not the least of which was multinational firms that wanted to list their equity on multiple exchanges and obtain financing worldwide.

In the United States, efforts have been underway for some time to converge U.S. financial accounting standards (GAAP) with IFRS. The 2002 "Norwalk Agreement" formalized a commitment to this objective (FASB, 2010). Since this time, the U.S. standards setter, the Financial Accounting Standards Board (FASB), has been working with its IFRS counterpart, the International Accounting Standards Board (IASB), on joint standard setting projects. While considerable progress was made toward convergence, the Securities and Exchange Commission (SEC) took steps that ultimately may lead to a leap from a commitment to converge U.S. and IFRS standards to the wholesale adoption of IFRS by U.S. public companies. In 2007, the SEC issued a final rule allowing foreign registrants to report under IFRS without reconciliation to U.S. GAAP (SEC, 2007). One reason for this may have been to facilitate foreign firms listing on U.S. exchanges in order to preserve the "market share" of New York in the global equity market. Regardless of the SEC's motivation, this was a significant step. In essence it allowed foreign companies a reporting option (i.e., IFRS) that was not available to U.S. companies. This disparity in reporting options, however, created a further impetus towards a single set of standards. In November 2008 the SEC issued its proposed rule titled "Roadmap for the Potential Use of Financial Statements Prepared in Accordance with IFRS by U.S. Issuers" (SEC, 2008). This proposed rule articulates the process the SEC will use to evaluate whether to mandate adoption of IFRS by all U.S. public companies as early as 2014 (although earlier adoption might be allowed for certain companies). In this roadmap, the SEC articulates its motivation for proposing a process by which U.S. companies would be required to adopt IFRS as follows:

As capital markets become increasingly global, U.S. investors have a corresponding increase in international investment opportunities. In this environment, we believe that U.S. investors would benefit form an enhanced ability to compare financial information of U.S. companies with that of non-U.S. companies. The Commission has long expressed its support for a single set of high-quality global accounting standards as an important means of enhancing comparability. We believe that IFRS has the potential to best provide the common platform on which companies can report and investors can compare financial information (SEC, 2008).

There is some debate among academics, practitioners, and other stakeholders regarding the pros and cons of IFRS adoption, but major U.S. corporations and the big four public accounting firms generally support this move. While anything can happen, all indications suggest that the question is "when" rather than "if" the U.S. will fully adopt IFRS.

IMPLICATIONS OF U.S. ADOPTION OF IFRS ON THE PRACTICE OF PUBLIC ACCOUNTING

The adoption of IFRS is building momentum. If the U.S. adopts IFRS, effectively there will be one global set of accounting standards for most of the world's economy. Many, including the SEC, have commented on the potential this would have for facilitating comparison of financial statements and efficiency in capital allocation (SEC, 2008). Others have recognized that U.S. adoption of IFRS and the emergence of global accounting standards will be a catalyst for global change with respect to regulatory frameworks, contracting, and corporate communications (Kotlyar, 2008). There has been little discussion, however, of the effect global accounting standards might have on the organization and management of public accounting firms, and the practice of public accounting.

The immediate consequences of global IFRS adoption relate to creation of a common set of accounting standards. Accountants around the world would be trained to understand the same standards. In a world of one common set of accounting standards, and potentially one common professional certification, factors underlying the current organization of public accounting firms and the way work is performed would change. It would be much easier for staff of a global public accounting firm to work trans-nationally, and much easier to meet regulatory standards regarding supervision when audit work was performed in different countries. This notion, while not widely articulated in the U.S., was at least present in considerations regarding the EU's mandate for listed companies to adopt IFRS. The EU planned to open a single market for financial services, as articulated under its Financial Services Action Plan, and common accounting standards were a necessary precondition for achieving this goal (Kotlyar, 2008). Additionally, the momentum toward global adoption of IFRS most likely is related to the pilot programs being introduced by some of the big four public accounting firms to test offshore outsourcing of some audit procedures. As globalization of accounting standards progresses and spurs more global integration of related regulation, it is likely that audit work will be performed more globally. Ernst & Young clearly articulates the importance of staff mobility in its discussion of its Career Development Framework (see Appendix 1). While Ernst & Young discusses this as a competitive advantage of its firm (E&Y, 2009), increasing global competition for audit jobs and downward pressure on salaries are possible consequences of a more global financial reporting system. Ernst & Young does not address this point in its promotional materials regarding its Career Development Framework.

More globally integrated audit work is almost inevitable as global accounting standards and financial regulations are adopted. This will be facilitated by the movement away from paper invoices and ledger books that would need to be audited "on site," since most accounting data are now electronic and could be audited and reconciled from anywhere in the world where an auditor could access the data. The logic of the current organizational form of the big four may also be reconsidered. A myriad of factors, including the implications of global practice on liability, will affect the organizational form ultimately adopted by public accounting firms. Ernst & Young has already altered the structure of its operations in response to globalization (see Appendix 1), even if it retains elements of its prior structure for legal purposes. Global accounting, auditing, and financial reporting regulations may make a more truly global public accounting firm possible.

CONCLUSION

It is clear that globalization of accounting standards and financial reporting practices will have implications for investors and public corporations. But there will also be implications for how, where and by whom audit work will be performed. It is reasonable to consider that the practice of auditing could follow a trajectory similar to that seen in the practice of information systems development and consulting, where much of the development work now takes place in countries with a large number of skilled, but lower wage, programmers. This potential shift of work and change in organizational structure needs to enter the discourse surrounding U.S. adoption of IFRS in a more meaningful fashion. While the big four firms are taking actions that reflect cognizance of these issues, their understanding of, and planning for, these changes have not been clearly articulated with regard to adoption of IFRS. The IASB and the big four public accounting firms are mounting education programs to ramp up for the U.S. transition to IFRS. But the implications of the U.S. adoption of IFRS for employment and education run much deeper than the need to rapidly integrate IFRS into college curricula. If public accounting firms can move staff more easily and even outsource audit procedures, career paths within public accounting will change. The public accounting positions that remain in the U.S. will be quite different than the ones that currently exist, suggesting a need for different recruiting, training, and retention strategies. While more judgment-intensive and client relationship-oriented work might remain domestically staffed in the near term, the question of how staff will develop judgment becomes significant. If lower level audit work can be outsourced, how will staff be trained and develop expertise? In the description of its structure, PwC clearly articulates the importance of experience at the engagement level for developing professional competence:

The unit of organisation most critical to our success is also its smallest and most fluid: the client engagement team. Much of the decision-making authority relating to how client needs are met rests with engagement teams. The team also has primary responsibility for building and expanding client relationships. And the team is where much of our people's professional development occurs and PwC's culture is passed to younger professionals. As a consequence, each piece of the PwC network shares a single, overriding aim: to help engagement teams connect with clients, win work, and mentor the next generation of leaders (PwC, 2010).

Ernst & Young openly suggests that staff mobility across national boundaries will be central to career development, "We see mobility as the key to providing our people with the experiences they expect to build their careers and is therefore an important part of our EYU framework" (E&Y, 2009). Regardless of public accounting firms' individual responses to the changing business and financial reporting landscape, the implications for the organization of public accounting firms, the staffing of audit work, and the development of professionals are significant and need to be part of the discourse surrounding the possible U.S. adoption of IFRS.

Benchmarks: Q1 2005 venture capital investments.(Mergers, IPOs, and Venture Finance)

Our analysis of the first quarter's VC numbers reveal a stagnant current in the flow of VC investment to the market. According to PricewaterhouseCoopers MoneyTree Survey, total Q1 investment numbers came in at $4.6 billion as opposed to $502 billion in 2004's Q1 numbers. Of this year's totals, software held onto to its traditional number one slot with 198 companies gathering in approximately $1.01 billion of VC funding or 23% of all deals; these numbers are down slightly from 2004's Q1 totals, $1.3 billion and 201 companies, respectively.

There have been a spate of recent reports in the press about how VC firms are renewing their search for new and innovative business models but the numbers don't reflect this. First time financings were very low, with only $75 million, or 1.62%, of VC money directed towards firms seeking seed capital. We don't believe the problem lies in the ability of companies to innovate or move into new markets. In software, the continued growth of broadband, the rebirth of the ASP model, and the convergence of mobile platforms such as PDAs and phones is driving innovation, with new application categories appearing almost weekly. We believe that the VC community is still waiting for its financial toes to heal from the multiple shots to its collective foot inflicted on itself during the dot.com bubble. But if you're a small firm looking for seed funding, your chances are grim.

The particular outlier in this report is the $108 million handed over to Webroot, a company developing anti-spyware products. (We're particularly impressed by this number since Microsoft is currently giving away a very competitive product for free in this market.) Aircraft's nose for trouble.

Four engineers escaped unhurt when the nose wheel of an Air India Boeing 777 bound for Dubai collapsed shortly before passengers could board at Mumbai Airport, officials told 7DAYS.

No one was injured in the incident and an alternative aircraft was provided for transporting passengers to Dubai.A The arrival of the flight at Dubai airport was delayed by more than an hour because of the accident.

This was the second incident at Mumbai airport in the last few days. On Thursday, the door of an Airbus A320A was damaged after an aerobridge slammed against the aircraft when the vehicle used to tow the airplane suddenly moved.

Having a clear out of my attic the other day I happened upon a dusty copy of a long forgotten about annual (inset).

There emblazoned across the battered and worn cover were the words: "Terry Nation's Dalek annual 1976".

I was eight years old and more than familiar with the impossibly exciting and frequently scary (to these young eyes anyway) adventures of Doctor Who.

Tom Baker - my all-time favourite Timelord - was a staple of my Saturday night early evening viewing, often watched like a generation of other children from behind the sofa.

But who was this Terry Nation I wondered? Being the pre-internet age I had no idea who he was and why his name was prominently displayed on the cover of my treasured Dalek annual. Admittedly being eight and having a head full of giddy nonsense, chiefly the snotty-nosed pursuits of football, pop culture, sweets and comics, the thought didn't hang around long enough to cause me too much consternation.

However, I could never in my wildest imagination have guessed that I grew up just a few miles away from the man who I had incorrectly surmised was the creator of Doctor Who.

At this point the Timelord had ruled British TV screens for more than a decade and its popularity showed no sign of waning. Nor the insatiable demand for spin-off merchandise.

Another treasured toy, my talking Dalek, had long since been pitched into one too many battles - usually with my older brother's wind up Evel Knievel motorbike which he would launch at my stuff at every given opportunity.

Still, little did I - or should that be my parents - know that they were lining the pockets of the writer whose childhood was spent in the city of both our births, Cardiff.

Now a new book, surprisingly the first serious stab at documenting the colourful life of this hugely talented Welshman, has been published.

The Man Who Invented The Daleks: The Strange Worlds Of Terry Nation by Alwyn Turner is a compelling read.

It documents Nation's life from his early days in Cardiff to his first steps as a comedy writer for such greats as Spike Milligan, Eric Sykes and Tony Hancock, through to his lucky break writing for Doctor Who and with it his epochal creation of the Daleks, on to his penning such cult sci-fi classics as Blake's 7 and Survivors, and his influential role at the heart of much-loved adventure series The Persuaders, The Saint and The Avengers.

Terry Nation was one of the most successful writers of his age - while his genocidal pepper pots may have brought him notoriety and riches, the Welshman played a much wider role in British broadcasting's golden age, shaping the cultural landscape and creating a dynasty that still sweeps all before it today.

That enduring legacy, the subject of this week's cover story, is a fitting tribute to the man at the centre of this fascinating tale.

Attitude is instrumental to Mogwai's appeal.(NWTicket)

Mogwai, the Scottish band slated for Showbox at the Market on Saturday, plays almost exclusively instrumental music, yet a unique personality shines through its wildly dynamic, dramatic songs.

"There's definitely a certain attitude in our music," said Mogwai guitarist Stuart Braithwaite in a phone interview this week from the band's tour bus. "It's identifiable, but it's hard to put into words."

Mogwai is the first vocal-less rock group to maintain a devoted following since the mid-70s, when punk established the all-instrumental format as less of a rarity. The band's command of volume and dynamics results in music that's both solace and gut-check, dependent on gently-built tension and thrashing guitar release. It's freakishly emotional, a formula Mogwai patented on its 1997 debut, "Mogwai Young Team," reissued in deluxe form in 2008. The album's stature as a secret classic isn't completely lost on the otherwise modest Braithwaite.

"Without wanting to sound too conceited, I don't think there had been many records like that before," he said. "I don't think that we're at all unique, but I think that was one of the first records people heard with that drawn-out guitar thing, the wide dynamics."

Mogwai's remained a pertinent band ever since, dodging the odds that groups with such a tight focus don't last very long. Its seventh studio album, "Hardcore Will Never Die, But You Will," was released in February, and is the group's first for Seattle's Sub Pop.

"Some of the records that came out on Sub Pop pretty much defined us as people," Braithwaite explained. "Records like 'The White Birch' by Codeine and 'Superfuzz Bigmuff' by Mudhoney. When we were thinking about who to put the next Mogwai record out with, we just got into a discussion with them, and it turned out well."

"Hardcore" could be described as a marginally brighter work than the rest of Mogwai's catalog. Though the thunderous elements remain, the melodies give off a sense of lightness and compassion.

That emotionalism may help explain Mogwai's connection to its fans.

"I've had a lot of nice conversations with people who've said our music has helped them through difficulties in their lives," said Braithwaite "It's pretty special, especially when I think it's just five guys making a lot of noise."
